What was supposed to be a yearlong $140,000 renovation ballooned into three excruciating years that cost us more than $500,000 — and the work is still not finished. But as my husband and I soon discovered, unless you've made a plan, legal protections for homeowners are close to nonexistent. Every time our contractor turned up the temperature, we grimly adjusted to the reality of our demise. Knowing the cardinal rule of home renovation — never pay in full until the job is over and inspected — we grew suspicious. Despite completing several home-improvement and renovation projects with her husband over the years, she lacked the confidence to DIY the renovation of her newly purchased 6,500-square-foot home.

The Louisiana secretary of state has ordered that the congressional map be finalized by May 15. Even so, they said, it was evident that creating a second district with a majority of Black voters was lawmakers’ overarching objective. But in the map drawn by the Republican-controlled Legislature, only one of the six congressional districts had a majority Black population. The ruling reaffirmed the Voting Rights Act of 1965, which had been diminished over the years by the court’s conservative majority. Critics of Tuesday’s ruling argued that the repercussions in Louisiana could extend beyond a single election, or even partisan divisions.

CNN —An unnamed woman was denied a top-secret security clearance this year due to being a “close” relative of an authoritarian dictator of an unnamed country, according to a publicly available document from the Defense Department’s Office of Hearings and Appeals. Applicant’s parents and their children, including Applicant, immigrated to the United States in the 1990s when she was young. American Express CEO Steve Squeri told CNBC's Jim Cramer on Tuesday how the company attracted more Millennial and Gen Z customers, saying the cohort made up 60% of new card acquisitions during the last quarter. Squeri said American Express realized that attracting younger clientele was a "key thing" for the company, so it was important to offer cards with a high enough value proposition for that group. Younger card holders create a greater "lifetime value" than older ones, as they will continue to use their American Express cards as they age, he added. "We used to go after them with a no-fee card, but a no-fee card didn't have a lot of benefits—that's why you pay no fee for it," Squeri said of Millennials and Gen Z. The younger customer base is also growing because more merchants accept American Express cards than in previous years, Squeri added.

Hong Kong CNN —The top four finishers of the Beijing Half Marathon have been stripped of their medals after an investigation found three African runners deliberately slowed down near the finish line to let a Chinese competitor win, according to organizers. The three African runners were invited to join the race as pacemakers by Chinese sports company Xtep, which sponsored both He and the Beijing Half Marathon, according to the committee. But Xtep failed to note the trio as pacemakers to the race operator, Zhong’ao Lupao Beijing Sports Management company, the committee said. The committee disqualified the operator from hosting the Beijing Half Marathon and banned Xtep from sponsoring any more races this season. A major private student-loan company is leaving the servicing industry. But before that happens, a group of Democratic lawmakers want it to give some borrowers debt relief. On Wednesday, Sen. Elizabeth Warren led eight of her Democratic colleagues in sending a letter — first reviewed by Business Insider — to Navient's CEO David Yowan, requesting that the company cancel "decades-old predatory private student loans" using a consumer protection law established by the Federal Trade Commission. AdvertisementBut there might be an avenue to still get those borrowers debt cancellation. "Navient should stop making borrowers apply for relief and instead automatically cancel student debt using information the company already has about whether borrowers attended schools that would entitle them to relief," they wrote.

Hong Kong CNN —Chinese runner He Jie’s victory Sunday in the Beijing Half Marathon is facing a probe after his win was called into question by Chinese internet users because a trio of African runners appeared to deliberately slow down to let him win. The Chinese runner crossed the finish line in 1:03:44 to claim the $5,500 first prize, with the African trio just one second behind in joint-second place. The video clip shows the African runners applauding He’s win and patting him on the back, though the Asian Games marathon champion appears less enthused despite winning his first ever competitive half marathon. Some Chinese internet users called for an investigation into the race, while others demanded action from organizers. Options premiums are rising and we'll discuss how to take advantage of that by generating income through a covered call options strategy. First the consumer price index inflation data came in hotter than expected on Wednesday. The expectation had been that the pace of inflation – once those year-over-year price increases were in place — would slow in March. Since then, the "average" level of the VIX Index is 19.53. Holders could therefore look to options to potentially provide some yield if they are expecting less capital appreciation.
